(LOS ANGELES, CA) -- The fervor of the City Council to rid the community of strip clubs where lap dances take place has been stewing for quite a while now. (Links below) Yesterday's protest rally down at the Score club in Los Angeles seems to be the only opposing voice to the measure. What are our community standards? Open up your mouths, people! It's supply and demand!

The trouble is, there are some people who go to clubs who won't speak up for some reason. Are they feeling guilty? Are they sneaking behind their spouse's back? We seem to be getting a skewed representation of our community's opinion.

With supply and demand what it is, if the people in Los Angeles county didn't want strip clubs, lap dancing, and tipping there wouldn't be new clubs opening. Government regulation won't change the fact that people want to spend their money certain ways.

POLICE PERMITS, ADULT BUSINESS, AND CIVIL ENFORCEMENT REMEDIES

Subject: Motion - The proliferation of so-called "nude juice bars" as a novel type of adult entertainment establishment is a phenomenon occurring not only in Los Angeles but in other American cities as well. By serving no alcoholic refreshments these establishments can present totally nude dancing, often within inches of patrons, with a minimum of municipal control.

Like adult entertainment establishments which serve alcoholic beverages, however, nude juice bars can cause serious secondary effects which are damaging to the surrounding community, encourage other kinds of crime and place disproportionately high demands on police resources. In addition to negatively impacting their neighborhoods and introducing large and graphic advertising signs or billboards, nude juice bars can encourage drug dealing and acts of prostitution.

In the past two months, strict ordinances imposing regulations for the licensing and operation of nude juice bars, which had been adopted in the cities of Kent, Washington and Newport Beach, CA, have been challenged and those ordinances have been upheld by state and federal appellate courts. Among other provisions, these upheld by state an federal appellate courts. Among other provisions, these ordinances have required that minimum distances of either six or 10 ft must be maintained bet exotic dancers and juice bar patrons; have prohibited physical contact bet them; and have forbidden dancers from receiving tips from patrons.

Because the problems caused by nude juice bars in these other jurisdictions also exist in Los Angeles, and because appellate courts have upheld these statutes, LA should adopt similar legislation incorporating the strongest provisions in each of these ordinances as a means of protecting the residents of this city from the secondary effects of this kind of adult entertainment.

THEREFORE MOVE that the City Attorney be requested to review the Kent, Washington and Newport Beach, California nude juice bar ordinances and report to the Public Safety Committee within 45 days on how the provisions of these two ordinances can be incorporated into an ordinance for consideration by Council.
